Consulting sector

The Federation of Professional and Managerial Staff YTN, the Federation of Finnish Technology Industries and the Finnish Association of Consulting Firms - SKOL have concluded a collective agreement for senior salaried employees in the consulting sector.

Since 1 January 2011, when SKOL was affiliated to the Federation of Finnish Technology Industries and transferred its collective agreement functions to the Federation, the latter has been party to and signatory of the collective agreement for senior salaried employees in addition to SKOL.  All the rights and obligations related to the collective agreement will be transferred to the Federation of Finnish Technology Industries.

This agreement is generally binding, which means that enterprises not belonging to an employers' federation must also comply with its terms and conditions.

The Association of Finnish Architects' Offices ATL, Service Sector Employers PALTA and the Federation of Professional and Managerial Staff YTN concluded a new collective agreement for senior salaried employees in the architectural design sector for architectural offices on 1 November 2013.

The above collective agreement for senior salaried employees in the consulting sector was followed in architectural offices until 31 October 2013.

Senior salaried employees in the consulting sector

Nearly 17,500 senior salaried employees work in the sector, including about 15,000 working for enterprises affiliated to the Federation of Finnish Technology Industries, SKOL or ATL. About 10,000 of these senior salaried employees  are members of unions affiliated to YTN (e.g. TEK, IL).

Most of the people working in the sector are professional and graduate engineers or architects. Their duties typically involve planning and design work, consulting, specialist and supervisory functions.

Definition of the consulting sector

The consulting sector includes engineering, architecture and planning firms, and it encompasses planning and consulting work in industry, building construction and public infrastructure (urban engineering).

The generally binding character of the collective agreement covers the following jobs in the sector:

    • architect services 
    • engineering services and associated technical consulting
    • urban planning
    • technical services for civil engineering
    • structural engineering services
    • technical design of plumbing, heating and air-conditioning
    • electrical engineering design
    • other technical construction services, excluding local authority building inspection services
    • mechanical and processing engineering design

    The generally binding character of the collective agreement covers the aforementioned consulting sector, excluding other engineering services.
